Surely a council cleaning van should follow the refuse collectors to avoid this happening? It's hardly rocket science. Litter of this magnitude attracts gulls, rats and other undesirable attention. Come on Council sort it out. You want to attract tourists with pretty beach huts and water features, but they have to drive through streets like this to get there.
