COUNCILLORS last week turned down one plan for flats for ex drug-users and those with convictions - but gave the go-ahead for another such scheme.
The decisions have'bemused' the head of the housing association which made the application, as it was the council itself which approached them to provide such facilities.
The stop on plans for Holton Road have delighted campaigners who fought the proposals.
Lynette Mitchell, aged 61, lives next door to the premises that was earmarked for conversion into flats.
She had said if the plan went ahead, then she would move rather than live in fear.
"I feel great. It's such good news, amazing," Lynette said. "I have thanked as many people as I can down here and they're overjoyed. I think the biggest relief is that I'm going to retain my safety and that I'm not going to have to worry all the time."
"It goes to show that a community that sticks together can make a difference, it really can. I urge anyone who faces a similar problem to get together to find out what they're fighting."
She thanked everybody in the local community who helped her fight through petitions and letters to the council.
Newydd Housing Association put forward the application for the Holton Road scheme as well as another for a set of flats on Barry Road, Cadoxton, after it was approached by the Vale of Glamorgan Council to provide such facilities.
The Cadoxton plan was passed, despite fears from residents and traders that it will have a negative impact on the community.
