THE VALE of Glamorgan Council is pro-actively dealing with the recurrent problem of dog mess: beach bans, special bins, free "poop" bags etc. All excellent initiatives, but what about horse mess? If dog owners, and I am one, are rightly required to clean up after their pooches, then why not horse riders?
They should be required to carry horse-poop-bags so they can clean up any "discharge" on the highway; or they could have horse nappies fitted to their mounts.
In any event, why can't they be prosecuted under the litter laws?
Any cost could be recouped by selling the collected "mulch" as fertiliser; as well as replenishing the public coffers.
