THE VALE Council has approved an application for a housing scheme in Palmerston, despite a barrage of objections from nearby residents.
Three past attempts to turn an area of overgrown undeveloped land fronting on to Arthur Street into a houses had failed, but another proposal was considered by the Planning Committee.
There were written objections from nine residents of Arthur Street and a petition against the scheme containing 90 signatures from residents living in Arthur Street, Henry Street, Palmerston Road, John Street and Albert Street.
Objections included increased traffic, parking and safety concerns; loss of value of existing houses; and not enough recreational facilities to cater for the increased population.
Barry Town Council raised several objections, siting the safety implications in view of the site's proximity to the Barry Chemical Works.
They also objected regarding means of access to the proposed development, stating Arthur Street would be unsuitable due to its narrowness, level of street parking and high use as an access route between Cardiff Road and Palmerston Road.
This has already required traffic calming measures.
They are also worried about the proximity to the Palmersvale Business Centre. The Vale Council's Director of Legal and Regulatory Services (Environmental Health) is concerned about the proximity to the Palmersvale Trading Estate, and the level of noise from certain activities on the estate.
However, Vale councillors decided to approve the latest plans, subject to a range of conditions.
These included a scheme showing the means by which foul sewage and surface water run-off are to be catered for, a scheme of landscaping and noise insulation.
Details of car parking have to be submitted to and agreed in writing with the Local Planning Authority in accordance with the council's parking guidelines.
Access to the site will be off Arthur Street.
