Too taxing

I RECALL when the Scottish and Welsh regional assemblies were set up, the Welsh members complained that, unlike the Scottish version, they were unable to raise taxes.

So I have to ask, why it is taking upon itself the raising of the council tax by changing the values of our A,B,C,D etc bands in the valuation of our properties?

Surely that is tax raising?
